Walkability in the city is actually quite good already--it allows tourists to enjoy the city as well as residents.  However, walkability outside the city limits--in the township etc.--leaves a lot to be desired.  The ability to walk between businesses in the business district would allow the people to live here (of which there are many) to patronize the businesses easier, more safely, and even promote a sense of community.
