    Taiwan Sugar Corp's (Taisugar) farm land is exempted from the planned area, mostly in southern Taiwan, because the government's recent proposal to convert its idle land into small-scale industrial projects under 10 hectares remains mired in controversy over land acquisition and environmental concerns.
