    Air to water heat pumps seem to be a very attractive heating system in the Irish climate.  When used in tandem with a high standard of insulation and air-tightness this means that the wet  system can be heated to a considerably lower temperature. 

    However in the maritime temperate climate of Ireland, draught due to prevailing winds are a factor.  Retrofit is expensive but some assistance in the form of government grants are available here. These exist for Insulation, solar thermal and PV. 

    There is a district heating system on the way in Dublin, but it is unfortunately fed by an refuse incinerator.
